California FSC Changes in 2029: SB 948 Adds a 4-Hour Course and Live Fire
California law update
The FSC is getting a range day
Starting January 1, 2029, getting a California Firearm Safety Certificate will take more than a written test. Here is what SB 948 changes, who it affects and how to get ahead of it.
Today vs. 2029
| FSC today | FSC from Jan 1, 2029 | |
|---|---|---|
| Written DOJ test | Required | Still required |
| Training course | Not required | At least 4 hours, completed within the past year |
| Live fire | None | Required, with a safe-handling and basic proficiency check at a range |
| Instructor | DOJ-certified instructor gives the test | DOJ-certified instructor runs the course |
| Details | Set by law | California DOJ will write regulations on course content |
Who it affects
New buyers
Anyone getting an FSC on or after January 1, 2029 to buy or receive a firearm.
Current owners
You do not have to take the course just because you already own guns. It applies when you need a new FSC.
New residents
From January 1, 2028, people moving to California with firearms must certify they have an FSC or an exemption, and generally get one within 180 days.
Exempt
Valid California CCW holders, and people who completed qualifying initial or renewal CCW training in the previous three years.
How to get ahead of it
- Need an FSC? Getting one before 2029 means only the written test under current rules.
- Learn safe handling now. Dry-fire practice with snap caps builds the skills the range check will look for.
- Consider a CCW. A valid California CCW is an exemption, and the CCW course goes much deeper.
